Under a telescopic slab system, your consumption is broken down and charged at different rates as you cross thresholds. For example, if you consume 250 units and the slabs are 0-100 and 101-300, you will pay the cheapest rate for the first 100 units, and the slightly higher rate only for the next 150 units. Under a non-telescopic system, the rate of the highest slab reached is applied to your entire consumption.
Sanctioned load is the maximum power limit (in kW) your household is approved to draw from the grid at any single moment. The electricity board charges a monthly "Fixed Charge" per kW of this sanctioned load. If your sanctioned load is 3 kW, you pay a fixed fee multiplied by 3 every month, regardless of how much electricity you actually use.
